Master to discharge cargo was given under general right of Crown to stop subject from completing illegal contract and

under local legislation and constituted a restraint of princes. Order to carry on goods by Karongs was given in relaxation of prior order and was not in exercise of any fresh right of restraint. Understanding that owners do not intend to claim freight for carriage of goods to Manila by Karonga and that orders have been given to agents of Ellerman and Bucknall Line to this effect but that line

intend to claim godown charges and assert lien therefore.
